In February of 2009, congress passed and President Obama signed a $787 billion one-time spending bill: The American Recovery and Reinvestment Act (ARRA). Its intent is to preserve and create jobs, foster and promote the nation’s economic recovery and assist those most impacted by the current recession. The SWFSC La Jolla Laboratory Consolidation Project is the largest ARRA-funded building construction project in San Diego. At the time the bill passed, NOAA was “shovel ready” with the plans for the new building. NOAA received funding under ARRA in February 2009. For the fourth Quarter 2011 report period (January 2012), the general contractor reported 260.86 jobs created or retained. In addition, 42 subcontractor reports were submitted into FederalReporting.gov for the report period.
